Some architectures do not provide devm_*() APIs. Hence make the driver
dependent on HAVE_IOMEM.

After the last architecture switched to generic hard irqs the config
options HAVE_GENERIC_HARDIRQS & GENERIC_HARDIRQS and the related code
for !CONFIG_GENERIC_HARDIRQS can be removed.

This is the PCI part of the DesignWare DMAC driver. The controller is usually
used in the Intel hardware such as Intel Medfield.

code parts. It helps us to add PCI driver in future.

convenient move it to an own directory.
