qcacmn: Add support for CPU_ONLINE_FROZEN state in NAPI CPU hotplug handler
Currently CPU_ONLINE_FROZEN state is not handled in WLAN NAPI CPU hotplug
handler. If kernel pass this state to driver to inform that CPU is online,
WLAN driver will ignore it. That will cause low t-put. Add fix to resolve
this issue.
