qcacmn: Add OUI support for switch to 11n mode
There are scenarios where the APs do not honor OMN
frame when associated in VHT20 mode. This problem does
not occur if the APs are connected in 11n mode in 2.4Ghz
Add support for new ini param for the given scenario
