This change allows certain phy supplies to be turned off
when display transtions to low power state. This change
adds funtionality to check each supplies setting and
accordingly turns off the the regulator if it is
allowed in low power state.

Add max clock property for sde. This property defines
the maximum allowable clock in Hz.

MDSS io utility contains APIs to handle driver specific
resources like GPIOs, power supplies, clocks and other
resources. Sharing them with other drivers allow them
to do resource management without re-writing the same
code.
