Revert "usb: dwc3: turn off VBUS when leaving host mode"
This causes devices to reboot and has been reverted in nearly every tree
so far so do the same in this tree so I can stop hearing about issues. I
do not have a device to test this on (sounds like the Pixel 2 is fine?)
so I cannot report it myself. Ideally, if this gets fixed, I will
notice due to conflicts.
This reverts commit 1da25d34b29b0640f83e0720ec2eb100c4d2c333.
