Make iowait boost a cpufreq policy option and enable it for intel_pstate
cpufreq driver. Governors like schedutil can use it to determine if
boosting for tasks that wake up with p->in_iowait set is needed.

After a CPU comes online, clk_set_rate() silently refuses to change said CPU's
frequency to the frequency it was running at before going offline (since it
thinks that we are setting the same frequency redundantly). By default, each CPU
runs at its minimum frequency when coming online, so if the governor decides to
keep a CPU running at the frequency it used before going offline, then
clk_set_rate() will ignore the frequency change request and the CPU will stay
stuck running at its minimum frequency for a potentially long period of time
(i.e. until the governor decides to change the frequency to something
different). This can cause severe lag when a device is woken up from deep sleep.
In order to prevent a CPU from being stuck at its default frequency for a
potentially long period of time, set the CLKFLAG_NO_RATE_CACHE flag so that the
governor's frequency change requests will always be honored right after a CPU
comes online.
Note that this requires a CPU's component clocks to be using CLKFLAG_NO_RATE_CACHE
as well in order to fix the issue.

The majority of the time spent reading /proc/uid_time_in_state is due
to seq_printf calls. Use the faster seq_put_* variations instead.
Also skip empty hash buckets in uid_seq_next for a further performance
improvement.

Currently there is an unlikely case where cpufreq_cpu_get() returns a
NULL policy and this will cause a NULL pointer dereference later on.
Fix this by passing the policy to transition_frequency_fidvid() from
the caller and hence eliminating the need for the cpufreq_cpu_get()
and cpufreq_cpu_put().
Thanks to Viresh Kumar for suggesting the fix.

acpi-cpufreq has a old quirk that overrides the _PSD table supplied by
BIOS on AMD CPUs. However the _PSD table of new AMD CPUs (Family 19h+)
now accurately reports the P-state dependency of CPU cores. Hence this
quirk needs to be fixed in order to support new CPUs' frequency control.

Earlier, when the struct freq-attr was used to represent governor
attributes, the standard cpufreq show/store sysfs attribute callbacks
were applied to the governor tunable attributes and they always acquire
the policy->rwsem lock before carrying out the operation. That could
have resulted in an ABBA deadlock if governor tunable attributes are
removed under policy->rwsem while one of them is being accessed
concurrently (if sysfs attributes removal wins the race, it will wait
for the access to complete with policy->rwsem held while the attribute
callback will block on policy->rwsem indefinitely).
We attempted to address this issue by dropping policy->rwsem around
governor tunable attributes removal (that is, around invocations of the
->governor callback with the event arg equal to CPUFREQ_GOV_POLICY_EXIT)
in cpufreq_set_policy(), but that opened up race conditions that had not
been possible with policy->rwsem held all the time.
The previous commit, "cpufreq: governor: New sysfs show/store callbacks
for governor tunables", fixed the original ABBA deadlock by adding new
governor specific show/store callbacks.
We don't have to drop rwsem around invocations of governor event
CPUFREQ_GOV_POLICY_EXIT anymore, and original fix can be reverted now.

The cpufreq core heavily depends on the availability of the struct
device for CPUs and if they aren't available at the time cpufreq driver
is registered, we will never succeed in making cpufreq work.
This happens due to following sequence of events:
- cpufreq_register_driver()
- subsys_interface_register()
- return 0; //successful registration of driver
... at a later point of time
- register_cpu();
- device_register();
- bus_probe_device();
- sif->add_dev();
- cpufreq_add_dev();
- get_cpu_device(); //FAILS
- per_cpu(cpu_sys_devices, num) = &cpu->dev; //used by get_cpu_device()
- return 0; //CPU registered successfully
Because the per-cpu variable cpu_sys_devices is set only after the CPU
device is regsitered, cpufreq will never be able to get it when
cpufreq_add_dev() is called.
This patch avoids this failure by making sure device structure of at
least CPU0 is available when the cpufreq driver is registered, else
return -EPROBE_DEFER.

Add NULL checks to show() and store() in cpufreq.c to avoid attempts
to invoke a NULL callback.
Though some interfaces of cpufreq are set as read-only, users can
still get write permission using chmod which can lead to a kernel
crash, as follows:
chmod +w /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
echo 1 > /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
This bug was found in linux 4.19.

cpufreq_resume can be called even without preceding cpufreq_suspend.
This can happen in following scenario:
suspend_devices_and_enter
--> dpm_suspend_start
--> dpm_prepare
--> device_prepare : this function errors out
--> dpm_suspend: this is skipped due to dpm_prepare failure
this means cpufreq_suspend is skipped over
--> goto Recover_platform, due to previous error
--> goto Resume_devices
--> dpm_resume_end
--> dpm_resume
--> cpufreq_resume
In case schedutil is used as frequency governor, cpufreq_resume will
eventually call sugov_start, which does following:
memset(sg_cpu, 0, sizeof(*sg_cpu));
....
This effectively erases function pointer for frequency update, causing
crash later on. The function pointer would have been set correctly if
subsequent cpufreq_add_update_util_hook runs successfully, but that
function returns earlier because cpufreq_suspend was not called:
if (WARN_ON(per_cpu(cpufreq_update_util_data, cpu)))
return;
The fix is to check cpufreq_suspended first, if it's false, that means
cpufreq_suspend was not called in the first place, so do not resume
cpufreq.

In order to model the energy used by the cpu, we need to expose cpu
time information to userspace. We can use this information to blame
uids for the energy they are using.
This patch adds 2 files:
/proc/uid_concurrent_active_time outputs the time each uid spent
running with 1 to num_possible_cpus online and not idle.
For instance, if 4 cores are online and active for 50ms and the uid is
running on one of the cores, the uid should be blamed for 1/4 of the
base energy used by the cpu when 1 or more cores is active.
/proc/uid_concurrent_policy_time outputs the time each uid spent
running on group of cpu's with the same policy with 1 to
num_related_cpus online and not idle.
For instance, if 2 cores that are a part of the same policy are online
and active for 50ms and the uid is running on one of the cores, the
uid should be blamed for 1/2 of the energy that is used everytime one
or more cpus in the same policy is active.
This patch is based on commit c89e69136fec ("ANDROID: cpufreq:
uid_concurrent_active_time") and commit 989212536842 ("ANDROID:
cpufreq: uid_concurrent_policy_time") in the android-msm-wahoo-4.4
kernel by Marissa Wall.

It is incorrect to set the cpufreq syscore shutdown callback pointer
to cpufreq_suspend(), because that function cannot be run in the
syscore stage of system shutdown for two reasons: (a) it may attempt
to carry out actions depending on devices that have already been shut
down at that point and (b) the RCU synchronization carried out by it
may not be able to make progress then.
The latter issue has been present since commit 45975c7d21a1 ("rcu:
Define RCU-sched API in terms of RCU for Tree RCU PREEMPT builds"),
but the former one has been there since commit 90de2a4aa9f3 ("cpufreq:
suspend cpufreq governors on shutdown") regardless.
Fix that by dropping cpufreq_syscore_ops altogether and making
device_shutdown() call cpufreq_suspend() directly before shutting
down devices, which is along the lines of what system-wide power
management does.

Change global_attr to kobj_attribute to keep up with change in

In order to model the energy used by the cpu, we need to expose cpu
time information to userspace. We can use this information to blame
uids for the energy they are using.
This patch adds 2 files:
/proc/uid_concurrent_active_time outputs the time each uid spent
running with 1 to num_possible_cpus online and not idle.
For instance, if 4 cores are online and active for 50ms and the uid is
running on one of the cores, the uid should be blamed for 1/4 of the
base energy used by the cpu when 1 or more cores is active.
/proc/uid_concurrent_policy_time outputs the time each uid spent
running on group of cpu's with the same policy with 1 to
num_related_cpus online and not idle.
For instance, if 2 cores that are a part of the same policy are online
and active for 50ms and the uid is running on one of the cores, the
uid should be blamed for 1/2 of the energy that is used everytime one
or more cpus in the same policy is active.
This patch is based on commit c89e69136fec ("ANDROID: cpufreq:
uid_concurrent_active_time") and commit 989212536842 ("ANDROID:
cpufreq: uid_concurrent_policy_time") in the android-msm-wahoo-4.4
kernel by Marissa Wall.

The call to of_get_cpu_node returns a node pointer with refcount
incremented thus it must be explicitly decremented after the last
usage.
Detected by coccinelle with the following warnings:

Change global_attr to kobj_attribute to keep up with change in
symbol name (drivers/cpufreq/cpufreq_governor.h) that came in via
LTS.
