The dtbs are not really dependent on a platform being enabled or any other kernel config, so for testing coverage it is convenient to build all of the dtbs. This builds all dts files in the tree, not just targets listed. This is simpler for arm64 which has a bunch of sub-dirs. More to follow once I tracked down all the tiny differences that still exist in some parts. With these dts files, the R88 board is able to boot from an attached usb device and most likely from its emmc too, if the emmc uses a standard partition table instead of Rockchip's own one - the emmc itself is detected correctly. The current rules have the .dtb files build in a different directory from the .dts files. This patch changes arm64 to use the generic dtb rule which builds .dtb files in the same directory as the source .dts. This requires moving parts of arch/arm64/boot/Makefile into newly created arch/arm64/boot/dts/Makefile, and updating arch/arm64/Makefile to call the new Makefile.
