qcacld-3.0: Fix regulatory domain issues
US regulatory domain is FCC3_FCCA and not FCC8_FCCA. Fix that.
Also add regulatory domain APL8_WORLD to regulatory tables.
Bolivia and Nigeria map to APL8_WORLD.
