qcacld-3.0: Avoid ipa cmd to firmware during driver unload
qcacld-2.0 to qcacld-3.0 propagation
Host should not send the ipa_enable_disable cmd to firmware
during driver unload.
As a part of this fix, Host discards ipa enable/disable
commands during driver unload.
