drivers: soc: qcom: rpm_stats: Switch to use arch_counter_get_cntvct()
Upstream kernel has deprecated the use of arch_counter_get_cntpct() and the
drivers are expected to switch to arch_counter_get_cntvct.
Switch to using arch_counter_get_cntvct().
