qcacld-2.0: remove mutex in wmi send
This change reverts 1f5a312d8197435d74070fad799149868eebeadb
and d41491e38e849c9e40fe779ebf298499773fecf4
API wmi_unified_cmd_send is called in many path, caller may hold
spinlock which may cause scheduler error "scheduling while atomic"
