qcacld-3.0: Dereferencing adapter pointer before NULL check
In function hdd_wlan_get_rts_threshold(), adapter pointer is
dereferencing to initialize hal variable before checking for
NULL which may leads to NULL pointer dereference.
To address this issue, assign hal variable after checking
adapter pointer for NULL.
