msm: ipa3: fix qmap deaggregation issue
With GRO enable, ipa3 still use default
aggr_byte_limit to calculates the
rx_buff_sz and configures wrong channel
righ size in GSI. The fix is to use
the right aggr_byte_limit which netmgrd
configured.
