qcacld-3.0: Fix compile error for ol_tx_trace_pkt
It doesn't define macro FEATURE_TSO for sdxpoorwills platform,
so it reports compile error as ol_tx_trace_pkt defined but not
used when build HL driver.
Fix is to define ol_tx_trace_pkt function as inline.
