msm: ipa3: Fix timeout period of IPA resource add dependency
Currently the timeout period of IPA resource add dependency
is HZ jiffies (1 second). We have seen situations
where this timeout period is too small especially on heavy
loaded system with debug log enabled.
Enlarge the period to 5 HZ jiffies.
