qcacmn: Enable LCA Disallow for Background Roam Scan
Currently LCA Disallow (Last Connected AP) bitmap is hardcoded
to be enabled only for PER roam scan.
Add Background Roam Scan also to the LCA Disallow bitmap set from
host to fw.
