qcacld-3.0: Call the 11d state machine even for cached regulatory
Per design, regulatory information may get cached and applied later
if modules are closed. Whenever regulatory information is applied,
the state machine that determines the 11d state needs to be run. So
run the 11d state machine even for cached regulatory information.
