qcacld-3.0: Extend the passive scan duration
Up-layer request ROC for about 100ms during negotiation with peer,
it is not enough to complete negotiation process even magnify three
times if hdd_remain_on_chan_timer is extended. Magnify the passiave
scan duration, and limit it to less than 1000. It will be abort by
wlan_hdd_remain_on_chan_timeout.
