qcacld-3.0: Fix race condition in resetting vdev and using it

Currently, possible null pointer dereference issue may happen while
accessing osif_dev in cds_get_connectivity_stats_pkt_bitmap during
tx completion. In cases when vdev has gone down and tx completion is
received, this will leads to NULL osif_dev.

So, continue to hold the lock till pkt_type_bitmap is extracted and
validate the adapter in hdd_tx_rx_collect_connectivity_stats_info.
