qcacld-3.0: Select diff band channel in STA+SAP
Currently the driver selects the first channel available
in the PCL channel-list which could be STA channel itself,
and it may happen that this STA channel is not valid for SAP
bringup( SRD, DFS), so select only other band channels
to form DBS connection.
Fix is to check the different channel band from PCl
channel-list and then bringup SAP on DBS if supported
