qcacld-3.0: Fix ACS issue with SRD channels not included
SRD channel support flag is set in start bss and the ACS gets
called before the start bss hence the feature flag is not enabled
and the SRD channels are not included in the scan list.
Set the SRD channel support flag during feature initialization.
