qcacld-2.0: Define CONFIG_VOS_MEM_PRE_ALLOC
Kernel defines CONFIG_WCNSS_MEM_PRE_ALLOC to prealloc
heap memory at load time, but some third party platforms
don't have wcnss support.
So define CONFIG_VOS_MEM_PRE_ALLOC in driver to prealloc
memory. It is similar with CONFIG_WCNSS_MEM_PRE_ALLOC.
