qcacld-2.0: Support reading GC TSF file after GC interface freed
When ini gtsf_by_register is set as 1, it is required to make P2P device
TSF file show the same TSF value with GO/GC.
1.Create TSF file node when open adapter.
2.Update P2P device TSF id the same with GO/GC when update GO/GC TSF id
3.Remove TSF file node when close adapter.
