msm: mdss: dp: program HSYNC and VSYNC polarity
Add support to program the vertical sync (VSYNC) and
horizontal sync (HSYNC) polarity based on the sink's EDID.
This enables transmission of these parameters as part of
the Main Stream Attributes.
