usb: xhci: apply XHCI_PME_STUCK_QUIRK to Intel Apollo Lake
commit 6c97cfc1a097b1e0786c836e92b7a72b4d031e25 upstream.
Intel Apollo Lake also requires XHCI_PME_STUCK_QUIRK.
Adding its PCI ID to quirk.
