msm: wlan: Change Tx Power for ETSI1 regulatory domain
Increase the Tx Power for ETSI1 regulatory domain countries. ETSI1
controls the Tx Power for 5 GHz channels. Due to presence of TPC,
the Tx power can be increased by 3 dBm.
