msm: ipa: Add NETIF_F_SG to RMNET_IPA's hw features
GSO segmented packets are getting linearized
before being sent to rmnet_ipa interface since SG
feature is not enabled.
Add NETIF_F_SG to IPA's HW features so that
ethtool can be used to enable it.
