Revert "qcacld-3.0: Treat ARP/ICMP/ICMPV6 packets as high priority"
This reverts Change-Id: I5331d2c51f8e5eab8b13435a9a68f90d6832e8ac
Firmware implementation can reuse PN (Packet Number) across TID
(traffic identifier) even when it is not supposed to as we have
"per peer(AP) PN" implementation.
This can cause legitimate KRACK Test case failures and other IOT issues.
