qcacld-2.0: Add a host interest flag to tell target do reset resume
Host is requested to tell target whether USB reset resume is enabled
when suspend, but it is not possible to tell it when suspend, so we
have to add a host interest flag to indicate it when loading fw by
static configure USB_RESET_RESUME_PERSISTENCE and HIF_USB.
Also fix a compile issue if enable USB_RESET_RESUME_PERSISTENCE.
