ARM: dts: msm: change PCIe2 to vote for nominal on msm8996
The client of PCIe2 runs at GEN2 speed and requires higher
voltage than GEN1 from CX rails to maintain stability. Thus,
change PCIe2 to vote for nominal instead of SVS on msm8996.
