msm: defconfig: Enable CONFIG_QCOM_KGSL in msmcortex-perf_defconfig
Enable CONFIG_QCOM_KGSL config in msmcortex-perf_defconfig file. This
will enable compiling KGSL for msmcortex target perf builds.
