qcacld: Use START_SCAN to change channel while connected.

If WDA_CHAN_SWITCH_REQ is received while station is connected,
do not use VDEV_START. Instead, ask firmware to do passive scan
on that channel. It is used for preauth during roaming.
Modified wma_set_channel to divert to wma_start_scan when
connected. Added state machine to track preauth channel request
and completion.
Added channel frequency to htt tx descriptor of management
tx frame.
Needs firmware modification that detects auth frame with
channel frequency tag and allows it to transmit.
