msm: mdss: enforce cleanup of dma pipes on rotator queue
When queuing buffer to rotator, DMA pipes should only be used by
rotator. In case DMA pipes are pending cleanup, perform a kickoff so
that the dma pipes are freed before the rotator session is queued.
