qcacld-3.0: Ignore special scan requests from CFG

The driver currently supports high accuracy and low span/low
power scan requests. It modifies the DBS/Non DBS scan and
adaptive dwell time according to the type of scan request
received from kernel.If DBS scan is itself disabled in
the INI(gDualMacFeatureDisable) then there is no need to
check for type of scan request received,as the default scan
type would always be a NON-DBS scan.

Fix is to whether the driver supports DBS scan before the scan type
received from cfg layer is checked.
