soc: qcom: smem: Renaming smem item SMEM_SMEM_STATIC_LOG_EVENTS
SMEM_SMEM_STATIC_LOG_EVENTS is currently unused as its usecase has
been deprecated for a long time. Reallocate the ID to
SMEM_CHARGER_BATTERY_INFO.
