BACKPORT: usb: host: plat: Enable xHCI plat runtime PM
Enable the xHCI plat runtime PM for parent device to
suspend/resume xHCI.

Leaving out the pm_runtime_forbid() as autosuspend
seems to be enabled in qualcomm's code.
