qcacld-3.0: Don't drop beacon frames from adjacent channel
Beacons received at driver with mismatch in rx meta
channel and channel in beacon are dropped. This results
in connection latency since bss info is not updated to
userspace.
Fix is to allow beacons from adjacent channel.
