Revert "qcacld-3.0: Don't close SME session while changing the state of SAP"
In case of STA+SAP case, If sap_fsm does not delete session while changing
the state of SAP. Driver is not able to delete peer before starting the SAP
if STA is already up.
Need to invoke sap_close_session from sap_fsm_state_disconnecting to delete
peer in order to enable SAP.
