qcacld-3.0: rate limit scan failure logs
Currently scan manager supports maximum 8 concurrent scan requests,
futher scan requests are rejected and error is logged onto the console.
When there are multiple back to back this logging error to console
can result in WD bark.
Rate limit scan failure warnings.
