ANDROID: cuttlefish_defconfig: Enable CONFIG_RTC_HCTOSYS
This configuration is required for the VTS test
VtsKernelApiSysfsTest#testRtcHctosys to pass.

Test: run vts-kernel -m VtsKernelApiSysfsTest
