ARM: dts: Change minimum voltage for LDO25
For WLAN hardware to enter low power mode, LDO25 voltage needs to
be at 3.1V. Change the regulator node to add this change.
Also for icnss driver votes for LDO7, LDO17 and LDO25, use pin
control regulator votes.
