msm: mdss: enhance SMP reservation and allocation strategy.
Improve SMP reservation and allocation procedure by implementing
following enhancement.
1. When sufficient SMP blocks are not reserved the mutex lock needs to
be cleared before returning an error to avoid system freezes.
2. Move SMP reservation to OVERLAY_SET from kickoff so that any failures
reported to user-space can be used for recovery and fallback.
3. In case of failure, perform proper clean-up of pipes and SMP already
reserved for corresponding commit.
