block: test-iosched infrastructure enhancement
Add functionality to test-iosched so that it could simulate the
ROW scheduler behaviour. The main additions are:
- 3 distinct requests queue with counters
- support for urgent request pending
- reinsert request implementation (callback + dispatch behavior)
