ath10k: add WCN3990 SNOC layer compilation support
Add kernel configuration flag to enable/disable
the SNOC bus interface for SNOC WLAN module.
Update the ath10k Makefile to add rules to compile
the WCN3990 SNOC WLAN module driver.
