defconfig: msm: Enable BALANCE_ANON_FILE_RECLAIM for sdm660
BALANCE_ANON_FILE_RECLAIM treats anonymous and file backed
pages equally while performing memory reclaim.
It is already enabled for sdm660 arm64 perf defconfig.
Enable it for rest of sdm660 related defconfigs.
