qcacld-3.0: Fix mem leak in wma_send_link_speed
In wma_send_link_speed() the memory allocated for ls_ind is not
freed in failure cases. This results in memory leak in
wma_send_link_speed().
Free the memory allocated for ls_ind before every return.
