msm: vdec: Allocate max internal buffers
During port reconfiguration, reallocating internal
buffers adds to the reconfiguration delay. This change
ensures that maximum supported size of internal
buffers are allocated to avoid reallocation during
port reconfiguration.
Remove the RECONFIG_HINT command as userspace client
does not use this command.
