msm: kgsl: Enable GPU-BIMC clocks from kernel driver
Enable direct programming of GPU-BIMC interface clocks
from kernel driver when moving in and out of TURBO.
This is done only for targets with a device tree
entry defined for GPU-BIMC interface.
This is done because some targets do not support
B/W requirement of GPU at TURBO, for such targets
we need to program the GPU-BIMC interface clocks
with TURBO values to meet the B/W goals.
