msm: mdss: Fix MDSS smp reserve pixel_ram check
MDP v(1.7) supports fixed SMP. mdp_smp_reserve API should not reserve
any SMP for this MDP version. This change fixes the API call to avoid
smp reservation when fixed SMP is enabled
