msm: mdss: Add Hist LUT SSPP support
Histogram LUT (PA LUTV) is supported on source side VIG pipes in MDP.
Clients of MDP driver can enable the feature using overlay ioctl
interface. This change adds support for clients of the driver to
enable the feature.
